    Managing Mobility for Human Development: The Growing Salience of Mixed Migration

    In the analysis of migration a basic distinction is often made between those who chose to move and those who are forced to – that is, between ‘voluntary’ and ‘forced’ migrants. This distinction is maintained in the policy world, where the governance of international migration is shaped by the conceptual distinction between ‘voluntary’ and ‘forced’ migration as mutually exclusive categories. In reality of course the distinction is far from clear-cut. Migration can be ‘mixed’ in several senses: motivations may be mixed at the point of making the decision to move, when there are often combinations of choice and compulsion in play; people may travel with others in mixed migratory flows; motivations may change en route; and people may find themselves in mixed communities during their journeys or at their destination. This paper explores the connections between mixed migration and human development, understood as the expansion of capabilities and choice (Sen 1999). It first clarifies some of the key concepts in the migration discourse, particularly the role of choice and compulsion in migration, before exploring the emergence of the notions of ‘mixed migration’ and the ‘migration-asylum nexus’ in the policy arena. The paper then turns to some of the manifestations of ‘mixed migration’ and the conditions migrants encounter in such migration streams. It next considers how mixed migration and migration policies – or ‘migration governance’ -- encounter one another. Finally, some policy conclusions are drawn from the evidence presented, pointing to the idea that the transnational practices that arise from mixed migration may constitute a ‘durable solution’ in settings of conflict and displacement.mixed migration, force and choice, refugees, migration policy, development

    Separating Instability from Aggregation Propensity in ÎłS-Crystallin Variants

    AbstractMolecular dynamics (MD) simulations, circular dichroism (CD), and dynamic light scattering (DLS) measurements were used to investigate the aggregation propensity of the eye-lens protein ÎłS-crystallin. The wild-type protein was investigated along with the cataract-related G18V variant and the symmetry-related G106V variant. The MD simulations suggest that local sequence differences result in dramatic differences in dynamics and hydration between these two apparently similar point mutations. This finding is supported by the experimental measurements, which show that although both variants appear to be mostly folded at room temperature, both display increased aggregation propensity. Although the disease-related G18V variant is not the most strongly destabilized, it aggregates more readily than either the wild-type or the G106V variant. These results indicate that ÎłS-crystallin provides an excellent model system for investigating the role of dynamics and hydration in aggregation by locally unfolded proteins

    As part of a fatal human plague case investigation, we showed that the plague bacterium, Yersinia pestis, can survive for at least 24 days in contaminated soil under natural conditions. These results have implications for defining plague foci, persistence, transmission, and bioremediation after a natural or intentional exposure to Y. pestis

Drawing on observations from cases in Afghanistan, Libya, Sierra Leone, Somalia, South Sudan and Yemen, the authors address five preconceived ideas about those sanctions, namely that they do not work, are inflexible, prevent mediators from talking to sanctioned parties, enable leverage, and imperil mediators' impartiality

    UN Sanctions and Mediation: Establishing Evidence to Inform Practice

    Mediation and UN sanctions are two essential policy instruments used by the United Nations in its efforts to prevent and resolve conflict. These two tools are frequently deployed in conjunction, although the degree of their overlap in time and the sequencing of their application vary. Bodies of research exist on how best to use sanctions and on how best to mediate conflicts. Yet, relatively little is known about when and whether these tools work well or work poorly together. This report constitutes a first step in a long overdue effort to establish evidence that can be used to inform practice in the joint application of UN sanctions and mediation. It is based on an 18-month policy research project conducted by the United Nations University Centre for Policy Research, the Graduate Institute, Geneva, and swisspeace. The report is composed of four sections. The first section introduces the rationale and objectives of the research undertaking. The second section reviews the research questions posed, discusses the methodological approach taken, and offers a brief summary of the eleven case episodes. The third section presents the empirical and analytical findings of the project. The final section proposes a series of recommendations for member states, senior UN officials and scholars

    From the un-mixing to the re-mixing of peoples: Understanding the quest to “reverse ethnic cleansing” in Bosnia

    This dissertation focuses on international actors' response to the ethnic cleansing perpetrated during the 1992 – 1995 Bosnian War. The work illuminates the multilateral attempt to reverse one of the outcomes of ethnic cleansing following the war, through the return of displaced people. The policy emphasis on "re-mixing" people, interpreted through a strategy of minority returns, and supported and coordinated on an international scale, was unprecedented. This dissertation asks: why did powerful states and international organizations pursue a re-mixing policy as a response to ethnic cleansing in Bosnia? At first glance, the choice seems counterintuitive. The policy was expensive. Post-1989, the West no longer needed "to keep Yugoslavia afloat." Furthermore, reversal required a degree and duration of international involvement that, at the time, was thought to be politically, militarily, and financially impossible. There are two existing explanations for this surprising phenomenon: international moralism and norm evolutionism. International moralists posit that international actors were moved to re-mix Bosnians out of a sense of guilt. Norm evolutionists argue that international norms governing appropriate responses to ethnic cleansing have shifted during the twentieth century towards support for re-mixing. In contrast to these two dominant views, this dissertation argues that the re-mixing policy initially emerged as a practical fix to a series of pressing, context-specific political challenges. State policymakers justified the re-mixing policy, however, on normative grounds. Though not the original incentive for action, international organizations on the ground then adopted the policy, empowered by states' normative justifications and thereby transformed the political rhetoric into concrete action. This dissertation corrects a common assumption that the origins and motivations behind the re-mixing policy were normative in nature, it contributes to a better understanding of how normative discourses emerge, mature, and transform into policy and it offers policy recommendations based on lessons learnt from this important and seemingly contradictory case.</p
